Discussion on the revision of Regulations on Seismic Safety Evaluation of Gansu Province

Since the reform of “delegating power, delegating control and providing services” in 2015, seismic safety evaluation policies have undergone major changes. Administrative licenses such as qualification license and result review have been cancelled and replaced with mandatory evaluation, and then regional seismic safety evaluation has been proposed. The relevant administrative regulations at the national level have been revised twice in 2017 and 2019. It has been 15 years since the promulgation of the Regulations on Seismic Safety Evaluation of Gansu Province, which is a special local law to adjust the legal relations related to earthquake safety evaluation in Gansu Province, and there are obvious conflicts with higher law, legal blank and legal lag. This article bases on the perspective of local rules and regulations revision. It expounds the meaning, amending principle, and the specific functions of seismic safety evaluation object, department responsibility permissions, the range of seismic safety evaluation, regional system of seismic safety evaluation and other aspects. Meantime, it analyses the competent work department at the provincial level in the repairing laws and difficulties existing in the work practice. At last, it puts forward relevant suggestions.
