Abstract:
The Philippines has suffered from various natural disasters and suffered heavy losses. In 2010, the Philippine government issued a law to develop a national natural disaster response plan and established a top-down natural disaster response mechanism. This paper studies the Philippines national natural disaster response mechanism from three aspects: policy and norm, response plan and response process. Combined with the response action details of the Philippine government dealing with super typhoon “Haima”, the highlights and shortcomings of the Philippine government in dealing with natural disasters were summarized.
