Abstract: There are a large number of earthquake networks under the management of cities and counties, which have made historical contributions to reducing earthquake disasters and promoting the development of earthquake prevention and disaster reduction. In recent years, the development of earthquake networks managed by cities and counties lags behind the development level of the same industry, exposing problems such as unclear positioning, low efficiency and cognitive deviation. Taking Yangzhou Earthquake Networks Center as an example, the advantages and disadvantages before and after the institutional reform in 2019 are summarized and compared. The objectives and tasks of the modernization development of earthquake prevention and disaster reduction are combined. In order to promote the development of work, this paper puts forward suggestions from four aspects: self-orientation, work implementation, coordination of multiple relationships, scientific understanding of reform and development.
