Preliminary study on the methods to achieve the change of earthquake prediction to earthquake risk prediction

  • 摘要: 基于防灾减灾救灾体制机制改革顶层设计框架，借鉴了国内外专家学者关于地震预报研究的思路和方法，探讨了地震预报向地震风险预测转变的可行性，提出了地震风险预测方法及实施途径。

     

    Abstract: Based on the top-level design framework for the reform of the disaster prevention and mitigation system, this paper discusses the feasibility of changing from earthquake prediction to earthquake risk prediction by referring to the ideas and methods of earthquake prediction research conducted by experts and scholars in China and abroad, and puts forward the method of earthquake risk prediction and its implementation.
