Abstract: The basic unit is the basis of propaganda work on protecting against and mitigating earthquake disasters. Preach by face to face is a key link to strengthen the grass-roots propaganda work on protecting against and mitigating earthquake disasters. Speaking skills and the method had a great influence on the effect of preaching. Different scenarios，content and audience have different speaking skills. The author is engaged in the work on earthquake disasters after the Wenchuan earthquake in 2008，and gave speaking on the popularization of protecting against and mitigating earthquake disasters more than 110 times，with spread of enterprises， institutions，colleges，primary and secondary schools，communities and other units. This paper present some speaking skill and new ideas on the popularization of protecting against and mitigating earthquake disasters.
