Abstract: This paper refers to the referential value for China’s earthquake forecasting on the international study of OEF (Operational Earthquake Forecasting). It provides referential meaning to the ongoing research “Monitoring and Prediction of Earthquake Reform and Design of Earthquake Forecasting/Prediction Development for the Next 20 Years” made by China Earthquake Administration. There is a significantly referential value for the science and work system of China’s earthquake prediction in the next 20 years through the concept of OEF itself， important science issues related to OEF， the realization of OEF technology and the application of OEF to decrease disasters.
