Introduction of the strategic plan of IRIS (2016—2020)

  • 摘要: IRIS是地震学界重要的以观测为主的国际学术研究机构,对地震学的发展有着重要贡献和深远影响,其发展动态受到各国地震学研究学者的高度关注。笔者从战略基础、战略实施、战略重点、行动项目等几方面介绍了IRIS的战略规划(2016—2020),旨在为制定我国“十四五”防震减灾规划的学者提供有益的参考。IRIS战略事项目标明确,切实可行,如:①保持观测设备的多样性和先进性;②增强在极端环境部署仪器的能力;③开发数据接收、处理、存储与服务新技术,提供前沿的数据管理能力和处理大数据能力,保持在数据管理与应用方面的领先能力。新技术包括共享新技术(D2D)、多样性综合观测与部署技术、灾害预测与评估技术,以及密集地震观测、高性能计算与数据处理技术;④推广和传播地震先进技术,开发高水平的数据产品;⑤开展多样性的学术活动以及吸引不同科学研究领域人才来IRIS工作等。IRIS的这些发展战略都值得我们学习和借鉴。

     

    Abstract: IRIS is an important international academic research institution in the field of seismology, focusing on seismic observation. It has an important contribution and far-reaching influence on the development of seismology, and its development is highly concerned by seismology scholars from all over the world. The author introduces the strategic plan of IRIS (2016—2020) from the aspects of strategic foundation, strategic implementation, strategic priorities, action items, etc., aiming to provide a useful reference for scholars who formulate our country’s “14th Five-Year Plan” for earthquake disaster prevention and mitigation plan. These strategic priorities of IRIS are clear and feasible, such as ① maintaining the diversity and advancement of observation facilities; ② enhancing the ability to deploy instruments in extreme environments; ③ developing new technologies for data reception, processing, storage and service, and providing cutting-edge data management and data processing capabilities for maintaining leading capabilities in data management and applications area. These new technologies include data service technology (Dirt-to Desktop, D2D) , diversity comprehensive observation and deployment technology, and disaster prediction, hazard assessment and response technology, and intensive seismic observation, high-performance computing and data processing technology; ④ promoting and disseminating advanced seismic technology, developing high-level data products; ⑤ carrying out diversified academic activities for attracting talents from different fields of scientific research to work at IRIS. These strategic priorities of IRIS are worthy of our study and reference.
